Even so with the population density of that it is hardly fair. You should start smaller.

Industry map.

Red is weapons, ships, uniforms, anything military-related.
Orange is everything else.

Red industry gives you a +10,000 per year (per region).
Orange gives you +5,000 per year (per small region) and +8,000 per year (per large region).

However, along with this, there will be an infrastructural map made.
Places like Bavaria, Germany and Prussia, Germany have good infrastructure, but to keep it that way, I would have to spend (however much I felt necessary) per year to maintain it.
On the other end of the spectrum, places like Ireland and (some of) Russia, have terrible/no infrastructure. To upgrade these I would have to spend twice as much as to maintain, and after 2 years of the intensive "upgrading" of infrastructure, it would go down to

New borders, I realize it's rather large. But North America wasn't so populated in this age. 39 million, compared to Europes 206 million. At this size it's dwarfed by Doylers, mainly because whoever Orange is has Washington, New York, and maybe Boston. The largest populated area.
